The Government are consulting on four standard S106 templates for ‘medium sized’ sites. The consultation details set out that the new NPPF, published on 17 August 2026, provides the basis for use of model planning obligations. The aim of the standard S106 templates is to streamline the process of negotiating planning obligations and provide greater certainty for SME developers as well as supporting a more proportionate planning system. It is hoped that these changes will in turn support the government’s wider ambitions to diversify the housing market and accelerate build out.

Furthermore, with the appeals process being streamlined the use of standard S106 agreements should assist those wanting to progress with an appeal as they will be able to rely upon the standard wording”.
