At the forthcoming meeting of Test Valley’s Cabinet, Councillors are being asked to consider a revised Local Development Scheme (LDS) which will see the adoption of the Council’s new Local Plan delayed until quarter 2 of 2026 (adoption had originally been planned for quarter 3 of 2025). If the revised LDS is endorsed by Councillors the next key stage of the Local Plan timetable will be the second part of the regulation 18 consultation, which is programmed for quarter 3 of 2023.
Giles Moir, Director at Chapman Lily Planning, commented “we are seeing an increasing trend in Council’s delaying work on their Local Plan reviews, these delays reflect the political uncertainty we are currently experiencing, particularly with regard to future housing numbers. Delays in the preparation of local plans have a real impact on the ability to deliver new development”.
