A new report has been published by ‘Planning’ which highlights the high refusal rates in relation to prior approval applications for agricultural-to-residential conversions. The report examines the complexity of the regulations and whether the aim of the regulations – to boost rural housing supply has been achieved. ‘Planning’ have reported that rural lobby groups attribute the high refusal rate to Councils not supporting the prior approval process and finding any excuse to refuse an application.
