Havant Borough Council has published its five-year housing land supply position, which shows it can only demonstrate 4.8 years of supply. Speaking on the publication of the document, Steve Tapscott, Associate Director at Chapman Lily Planning, commented that ‘we had strongly suspected this would be the case, as a significant shortfall from earlier in the plan period has not been addressed for some time. The implication is that the presumption in favour of sustainable development enshrined in national policy is now engaged and by not planning positively to deliver new homes, the Council has put itself in a position of receiving speculative applications’.
