The Government has announced that they intend to publish draft revisions to the NPPF for consultation before Easter, with the aim of publishing a revised Framework in the summer.
The proposed changes will update the NPPF to reflect the Government’s proposals for planning reform set out in the housing White Paper, the consultation ‘Planning for the right homes in the right places’ and the Autumn Budget.
The proposed changes to the NPPF will follow the Governments current consultation on the use of pre-commencement conditions. The emerging legislation will prevent the use of pre-commencement conditions with the applicant’s agreement. The current consultation being undertaken seeks views on exceptions to this i.e. when pre-commencement conditions can be used.
