Gosport Borough Council is continuing work on the Gosport Borough Local Plan that will cover the period to 2040. A previous consultation (Consultation Draft (Regulation 18) took place in 2021 and a final round of consultation (Regulation 19) is planned in the next 12 months.
The Council is again inviting organisations and individuals to put forward sites that may be suitable for development or retention in their current use through the ‘Call for Sites’ exercise, as part of the plan making process. Sites must be formally submitted by Friday 9th May 2025 for consideration.
The Government revised the National Planning Policy Framework (NPPF) most recently in December 2024. The NPPF sets out the government’s planning policies for England and how these are expected. The NPPF introduced a standard method for calculating housing need for each district which has changed from being mandatory to discretionary, however it is now back to being mandatory in the latest version of the NPPF. The NPPF (2004 version) has significantly altered the methodology for the standard method calculation which has increased the annual housing requirement for Gosport by 31% from 339 dwelling per annum (dpa) to 442 dpa. Therefore, there will be greater pressure on Gosport to identify additional deliverable housing sites over and above those identified in the previous version of the Local Plan.
Richard Mitchell, Associate Director at Chapman Lily Planning commented that “The Call for Sites represents an important opportunity for organisations and individuals to put forward sites that may be suitable for development or retention in their current use that could help shape Gosport throughout the plan period.
