Cornwall Council has opened a comprehensive Call for Sites as part of its work to prepare a new Local Plan. The process will feed into the Council’s refreshed Land Availability Assessment (LAA), helping to pinpoint land that could accommodate future development across the county.
Changes to National Planning Policy have dramatically increased Cornwall’s annual housing requirement, from 2,707 to 4,421 homes per year. This significant uplift of 1,714 additional homes means the Council must now identify a far larger supply of suitable development land. In response, the Council’s Call for Sites offers landowners and developers the opportunity to put forward land for consideration, forming the pool from which future Local Plan allocations may be selected. Submitting a site now ensures it is assessed as part of the emerging plan.
The Call for Sites remains open throughout 2026 and welcomes proposals for a broad mix of land uses, including housing, employment, retail, renewable energy, community facilities, green infrastructure, and biodiversity projects. At this stage, Cornwall Council will only consider sites of at least 0.6 hectares for residential use or 0.2 hectares for employment use. Sites falling within certain environmentally protected designations such as, Special Areas of Conservation (SAC), Special Protected Areas (SPA), Sites of Special Scientific Interest (SSSI), or Flood Zone 3b will not be eligible.
